How I change Site Address (URL) :https://example.com/public_html
My root directory is public_html

If I change  in General settings Site Address https://example.com   without public_html I have error 404 nothing found.
Any suggestions?

For single installs of WordPress, follow these instruction Changing the URL directly in the databas

BACKUP: If you haven’t already done, always backup everything (including your database) before doing any actions, just in case something really goes wrong. You can never have enough backups! See https://wordpress.org/support/article/wordpress-backups/

Same thing!!
EROR 404 NOTHING FOUND

Now I manage to get into the dashboard,but when i go review the site the permalink is the same (https://example.com/public_html) gives a server error.

Sounds like your Hoster is in the best position to help with the problem you are having. They can see what you see and provide better answers.
