The redirect is an upgrade at WordPress.com – Look in the “Upgrade” section where why you should choose WordPress.COM – I think it is Domain Mapping – but a special way of doing things – see the top link below –
WordPress.com also has an active Forum that can help you. They should have several threads on how to do things so nothing gets messed up – Make sure you have all the information required for the change – some changes require the DNS server info – but I can’t remember what is required for you.

This is done regular like so the process should go smoothly once you start down the right set of menus.

I that the only way to do it. Is there any way to do that without paying each year?
No – Renew each year for Domain Mapping – you are paying them to do something special and keep the redirect going – they have to keep a special record -at $10.00 each year rather reasonable
You could have a static Page at Home for your old site that say “I Done Moved – Click here for my new site” –
Or you could host your new domain at WordPress.com – still subject to their standard service rules and “only 90” Themes to choose from – but someone else upgrades the software and those pesky details.

How do you make a static page, I’ve had a mental blank…
Dashboard > Settings > Reading > Front page displays
Make a page with your “Moved Message” and set that page as the Front Page Display –
