At least from my side, the website is working http://statetvradio.pl.so/ and also the http://statetvradio.pl.so/wp-admin
Do you see any other error messages besides the timeout? Because it could be related to network issue “This site can’t be reached”?
Try with the different networks as an example you may use your 4g/5g from your mobile device.
The site is accessible in other countries but not here in my country. Not only this website but several websites with pl.so are unreachable. So what do you think the problem could be?

With WordPress it could be caused by many different reasons:
1. Firewall via your provider (Where you are hosting the website) It could be via the OS or via hardware, in this case, you’ll need to reach the provider.
2. Rewrite rules via .htaccess to block a specific range of IP, which could be the range used in PL, try to disable all the .htaccess and plugins
Some additional info: If you’re using shared hosting, and if you’ve experienced the same issue loading simple HTML without any content, yes go ahead and contact the provider or your local ISP.
But your local ISP is the last thing you’re going to try, because the probability is very low, since you mentioned it happens from all the connections from your country, or if you’re not sure, ask some friends which use different internet providers ISP to test.
