but is there a way to set it without using plugin?

i’m studyng something like this

add_filter('excerpt_length', 'my_excerpt_length');
function my_excerpt_length($length) {
    if(in_category(14)) {
        return 13;
    } else {
        return 60;
    }
}

but the problem is that i can’t use category to define them.
