Question about feature- min tickets

I hope to describe this so it makes sense… is it possible to have an event where the event won’t take place or charge the ticket holders unless there is minimum participation ? For example, we want to have an event but only if 20 people attend. Can we offer that event and have people sign up for it but not be charged. right away? When we reach 20 people, they would be charged for the event and the event would be put on. I looked around in the min/max ticket area and placeholders but wasn’t sure if it would work where it wouldn’t charge people until the min attendance was reached.
