Can’t customize active plugins, and activate disable plugins

Hi all!
My localhost wordpress site use generatepress premium theme and elementorpro.
First I can’t customize gp premium, here is the screenshot:

As seen this, I deactivate all my plugins, except gp premium to fix problem. The problem didn’t solved. After this I want to activate the plugins, here is the result:

Now I can’t reach my wordpress admin page.

Please give me help!
