Popup disabled for mobile device does not opens

First, note that by default, popups will target Desktop views and if you want to set a separate popup for a Mobile device only then you can achieve that using the Advanced Targeting Conditions extension plugin. Second, regarding the issue of not being able to scroll the content — there might be a popup overlay that is preventing you to interact with the page. 

Could you please try to Disable the Overlay of the popup to see if that fixes it? You can do that under Popup Settings > Display > Advanced, and simply checked the Disable Overlay. See this screenshot: https://share.getcloudapp.com/nOuWjJdz
