I’ve tried wp-e-commerce, but that doesn’t let me limit how many times a person downloads or ‘buys’ a file. I want to make sure a user cant download something any more than 15 times in a month.

I thought that was how many times a user can download an item they have purchased, it’s not really what I am looking for 🙁
That is the max number of times a user can try to download the item. Assuming they successfully downloaded it the first time, there really should be no need to download it again, but this gives the customer the benefit of the doubt.
