Woocommerce Shop page getting stuck on one item

I have a couple of issues with my Woocommerce + Elementor Shop page.

1. The clients have trouble adding items to the cart. They either don’t see the Add to Cart button activated, or if they add the item, and make their selections, they get stuck and cannot add other items. I’m not sure what the problem is because every time I test the system, I am able to place the order.

2. I have two main categories of product – fresh food and retail products. The shipping rate for the food is a flat rate (local deliveries) but the retail products is flat rate (if they combine it with their food order) or variable rate ($10 + 10% of cost), if they want it to be shipped domestically. When someone adds a retail product to their cart and then adds their food items, the shipping rate automatically picks up the variable shipping rate, instead of the flat rate. Even if they remove the retail item and continue shopping with the food items, the shipping cost does not update to flat rate. How do I get the system to give preference to the flat rate delivery fee or at least update the shipping fee based on the items in the cart? Please advise.

My client is a small catering business and she can’t afford to lose any clients. This week has been incredible frustrating for her and her clients.
