Multisite – only enforce on selected sites?

I note in the multisite settings you can enforce for all users, but exclude users from selected sites. I actually have the opposite need. I want to ONLY enforce it on selected sites and not for the entire network (over 1k sites, so doing the opposite is not reasonable).

Is there any way to do this?
