If you only want to test another theme, you can use a plugin such as https://wordpress.org/plugins/wp-theme-test/ enable parameter function and visit the site

yoursite.com?theme=twentynineteen
yoursite.com?theem=your-theme-slug

Another option would be this plugin https://wordpress.org/plugins/theme-switcha
Check what suits your needs better.

If you need to make more complex changes that imply changes in the database, maybe the a solution would be to create a staging site
