This sounds like a server permission/security problem.
Is this happening on a web hosted site?
Can you contact your hosting provider and let them know this is happening to see if they can help with it?

This particular message stems from the cart/checkout area not being able to be added it seems. In this case, WooCommerce by itself, installed on a WordPress platform should work just fine, but if there are other plugins or theme items in the site already, it might conflict with WooCommerce’s core items.
To see if that is the case, be sure to have everything else disabled on the site plugin wise, and switch the theme to something like Twenty Twenty or Storefront, and install WooCommerce to see if the issue persists. More on this can be found here:

If it works, then re-activate your theme and then the plugins a few at a time and see if everything is oK. If it is not, but WooCommerce does install, then share your System Status Report here. You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.
