Widgets Won’t Drag

I have installed the newest versions of both WordPress and ComicPress. Both seem to be working fine in all aspects except one. On the widgets page I cannot drag the widgets, and the sidebars that I believe are supposed to be on the side of the page are not there, they are down at the bottom. I don’t know what to do to fix it.

My knowledge of coding is limited, so I need fairly layperson terms.
