Trouble installing WP theme with Godaddy hosting

I have not used Godaddy hosting before, but with the first time i have had many issues.
The latest being when im trying to upload a new wp theme/script and getting –
Warning fopen: url file access is disabled in the server config in d:hosting/5540269/html/wp-includes/functions.php on line 3598

That is the main warining, the hosting package is Windows, and is a paid hosting account, not a free one.
