As I try the troubleshooting options I checked the customization in the form. The only thing that differs from the standard user registration form is the billing address had to go into two lines. There was an issue where if an address had a second address line, the full address was being inputted to the user profile all in one line in the street address box. I added a custom meta field that pulled the second address line into its own box which fixed the issue.
