Only Allow a Few Products

All of the products on our site can ship within the USA but there are about 15 that we can also ship to Canada. Can I use this plugin to only allow those items to ship to Canada. We don’t want to have to individually restrict the other 1500 products from Canada. We would rather restrict all products to Canada except for these 15 products. Can we accomplish this quickly with your plugin? Also, can we set default restriction settings for new products created?
