ok thank you. It seems that the client does not want to create a payment gateway, only a form quotation to request from the vendors then split the commission, is there any other plugin that deals with those processes?

the client basically wants to put a quotation form on a page of the site, which sends an email after its filled to the owner of the site and the vendor.

If you’re still looking for a way to provide quotations to your customers rather than allowing them to check out on your site, there are several options available at WooCommerce.com including Request a Quote for WooCommerce and Quote Request for WooCommerce.
