Two ways to do it as I see it (I’m sure there’s others):
1) Use a hook/filter. If you look at Widget Logic Plugin you wil find examples of how to do this.
2) You could make changes to widgets.php.
Both approaches require a reasonable understanding of WP. My suggestion is that if you relatively new that you find an alternative.
