Download attached file

I created a form with upload field and the uploaded file were saved into cfdb7_uploads directory. But, when I tried to download it, I got a 403 error.
See the file path in: https://biocodigos.com.br/pt-BR/wp-content/uploads/cfdb7_uploads/Jos%C3%A9-de-Alencar-Diva.zip

What I need to do to download it?
Is there any setting to do to enable this file download?
