Category visibility toggle

I’m setting a blog up for a local political party’s chair. She wants to link to some pages for candidates on their site which are currently empty.

I’m seeing this as a waste of space until those pages are being used, but I would also like to not have to tell her to make a choice between deleting the category and the links when the pages are empty and having throwaway links on her blog. What she needs is the ability to toggle the visibility of an entire link category so that she can make it show up when it is relevant and disappear when it isn’t.

This sounds like a job for a plugin, but I haven’t been able to find one. Any ideas?
