All Image from Cloudinary shows 404 after updates

after update to 3.2.3 version, all of my external image from Cloudinary shows 404.
Example link: https://res.cloudinary.com/practicaldev/image/fetch/w_120,h_178,c_scale,f_auto,q_auto/https://m.media-amazon.com/images/M/MV5BMjQ2MTIyNjM2MF5BMl5BanBnXkFtZTgwMDE3NDMyNjM@._V1_SX120.jpg

I already verified by downgrading to 3.2.2 version and the image working fine.
