how do I install wordpress to my website?

    Hello, I’m having a little problem understanding how to install wordpress to the website….My understanding is that the blogger would have to sign in and then start blogging ..correct?..or else anybody could blog on the website….I managed to put an interface on the web page,…but it does not LOOK right…http://www.npmhulocal302.org/
    what shud I do instead?
