Missing Admin Bar

We are trying to show the admin bar for Administrator user roles only. There are few steps that we did to try to make the admin bar shows up:
. change the theme
. checked the function.php and removed show_admin_bar(false);
. the Force hiding adminbar in frontend? is unchecked in user role.
still the admin bar doesnt show up though it does shows up in subsites. we tried disabling the UM plugin, then the admin bar showed up.
is there any way to make the admin bar shows without disabling the UM plugin?
