Can’t Access plugin install,widget,and theme install

i dont know where it’s start. but after i delete my blog completly and do a fresh install, i can’t access plugin installation,widget configuration and install a theme. it always redirect me to login page,again and again even i give check in “remember me” checkbox. can somebody help me? i try softcaulus installer,fantastico, and manually upload wordpress file via FTP but all those way won’t work.
