Access to Navigation Menu

It looks like this plugin will allow you to restrict backend access to specific items on the navigation menu. For instance, if I have three navigation links; About Us, Contact Us and Categories, I could restrict backend access to the About Us and Contact Us link so that a backend user cannot delete or make changes to those links, but allow access to the Categories link so they can change what categories to display in the submenu under categories.

Is that correct? If so, what package do I need to purchase to get that ability?
