Oh sorry, I misunderstood.
You say above that the *payment* needs to be approved.

Stripe has an option to defer payments, with a “capture charge”.
You can check the Woo settings to see if this is available ere :
WooCommerce –> Settings –> Payments –> Stripe –> Capture

For PayPal try this :
WooCommerce –> Settings –> Payment tab –> PayPal
There is a Payment action dropdown
– capture = get paid now (traditional sales)
– authorize = get paid later
