an open blog?

hi

I’m trying to put together an ‘open’ blog. I’d like no need for registration and the purpose is for people to be able to upload images (following a certain theme).

what I need to find out is if WP is a suitable tool for this and how to set it up for open access.

if anyone could point me in the right direction it’d be appreciated.
