Settings wont change on wordpress site

I have successfully set up Cookie consent on https://www.e-co.uk.com/ but I cannot persuade it to behave on https://www.ge-e.com/
It wont let me change any of the settings.
I have tried deleting the plugin and re-installing, logged in and out of the wordpress site many times – nothing seems to work.
Can you help me please?
