I read many posts and some indicate there is an option in Settings/Stripe Payment to enable billing. But in the latest version I don’t see it.
Can you clarify what you’re referring to? Feel free to link me to another post where you saw this.
I want to enable customers to be able to purchase an item as a gift and ship it to someone else.
Is this a separate question or related to the one above?
Also if I end up being able to do this, am I protected to avoid being scammed? If I sell something via Paypal as long as the address is confirmed I have seller protection. Does Strip have something similar?
You’d probably want to look at Stripe’s Chargeback Protection: https://stripe.com/radar/chargeback-protection

The gift question is related – how can someone purchase a gift on my website if billing and shipping are the same? Is this not a scenario WooCommerce supports – even using different payment gateway (e.g. PayPal)?
And finally thanks for the link to Stripe. I’m just learning about it so didn’t know about that, and it sounds like a great solution/insurance.

The thread you linked to was specifically around a feature that used to exist in the Stripe plugin, Stripe Checkout. Stripe Checkout would create a modal pop-up, which was used to separately take card information. This caused several different issues, so it is no longer used.
In regards to billing address information being passed to Stripe currently, it actually is.
If you navigate to your Stripe dashboard and view a recent payments, you’ll see an address in the customer payment information.
Accepting orders for gifts is also do-able, as the billing and shipping addresses are both accepted when using Stripe.
One thing that you may want to check is if your products are set as ‘Virtual’. If they are, then there’s realistically not a need to capture a shipping address, since nothing is actually shipped.
If you’d like to allow for gifting, but your products are also a product type that doesn’t display the shipping and billing address during checkout, you may want to consider a workaround. One workaround would be the WooCommerce Product Add-Ons plugin: https://woocommerce.com/products/product-add-ons/
Using this, you’d be able to add a ‘Is this a gift?’ checkbox, which could then offer the customer a place to enter the recipient’s shipping address.
I’m happy that the Stripe link was helpful. Stripe is a great payment provider that I rarely see issues with, so it’s certainly an excellent choice.
