Administrator access without list_users

Good morning,

I am an administrator on my website with full access – at least I thought. However, even with all the roles checked, I can’t see the “Users Screen” page.

My colleague, who has the same access, can see it. Does anyone ever experienced something similar? Is there only one person that can have that access at a time?
