I found the answer, use the Bulk Activation editing. The only problem was the email went out with the codes not filled in: I got this email in my test:
Dear {first_name} {last_name}
Your account at FLBH IMPACT has been activated by our Administrator.
Please login to the member area at the following URL:
{login_link}
Registration details:
Username: {user_name}
Password: {password}

No, the email is sent but when I put the shortcode in that email, only in that one they display as code, the other emails sent out do not display code but display the appropriate text inserted for username password etc. I tried twice. Its the activation with Bulk setting email.

Hi,
The bulk email can’t do the dynamic email tag filtering because it sends the same email text in bulk. Otherwise it would slow things down and cause problems when the number of members on the site increases.
You will need to use generic text for that bulk email.
