WooCommerce Advanced Shipping Packages

I have looked at the current documentation in detail and tried to implement the scenario’s outlined below but haven’t had any luck getting it to work correctly. Your help is appreciated.
I have 3 product conditions where I need the cart to be split into a separate package and assigned a specific shipping method. All of the below scenario’s need to be applied only when being shipped to somewhere in the contiguous United States (Excluding Alaska and Hawaii):
1. Set up Free Shipping for a group of specific individual products. Currently, I’ve grouped these products in the category “Free Shipping” and also put them into a shipping class called “Free Shipping”. If one or multiple items from this group are added to the cart it/they should be split into a separate “Free Shipping Products” package where the shipping cost for these products is $0.
2. Split products into a separate package with a flat shipping rate of $275 for products in the “Flate Rate – Packages” shipping class or in the product category “Packages”.
3. A separate package for all products that don’t fall into any of the above groups where courier calculated shipping (FedEx) is used for the packages shipping cost. Currently, all other products are not assigned to a shipping class and live in various product categories.
Scenario Example:
When there’s a blended cart of say scenarios 1 and 3 I need one package to contain the items with Free Shipping and have a shipping cost of $0 and one package that contains the rest of the products that are assigned the FedEx courier calculated shipping.Current shipping plugins installed:
