Please check the shipping zone for which you have enabled the flat rate shipping fee. It is possible that the shipping is not applicable for the location you are trying.

I have tried but still there is no shipping fee adding up in the totals.

Thank you so much for your support the problem was fixed I mistakenly set all the products as virtual products
