Multisite setups with multilanguage

I have a site with multiple different bloggers, which are made in multisite setup. Every different blog is basically identical to the main site.

However there seems to be no settings for the whole site and cookies has to be set individually for every blog. Is there any workaround for this? Do we really have to import all the cookies for every blog individually and create WPML string translations too?

Any help would be appreciated.
