Why is WordPress using old versions of javascript that has known vulnerabilities? wp-includes/js/jquery/jquery.js?ver=1.12.4-wp
Can this be updated via a pluging or other means?

Patches have been backported to the version of jQuery shipped with WP. See item 8 here: https://www.wordfence.com/blog/2019/09/the-wordpress-5-2-3-security-release-unpacked/
I am using the latest version of WP. I have wp-includes/js/jquery/jquery.js?ver=1.12.4-wp and
wp-includes/js/jquery/jquery.js?ver=1.12.4-wp
jquery-migrate.min.js?ver=1.4.1
Yes. And? The version of jQuery that ships with WP is secure.
Not according to Lighthouse. Includes front-end JavaScript libraries with known security vulnerabilities 2 vulnerabilities detected
