Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the default theme to rule out any theme-related problems?
– resetting the plugins folder by FTP or phpMyAdmin? Sometimes, an apparently inactive plugin can still cause problems.
– disabling Google Gears if you have that running/installed within Firefox?

Resetting the plugins folder worked for me in allowing me to Preview both new Draft Posts as well as Themes — seems like this issue is on several other posts here as well
I have a very similar problem, but with Pages in addition to Posts. The Save Draft button used to show up before I upgraded to WordPress 2.9.2, now it only shows up for new Pages. Also when I click Preview Changes, it says “You do not have permission to preview drafts” for the pre-existing Pages, and a blank page for new Pages.
So basically now I can’t Save Drafts of existing Pages or Preview Changes to them. All my changes need to be published before I can see them. How did I lose this functionality?
I thought this might be related to plugins so I deactivated all of them, both in the Dashboard and via the instructions above. Nothing improved.
These problems are consistent across Mac and PC, Firefox and Internet Explorer. Additionally, when I use Firefox on a PC, I can’t even log in to my dashboard! (although it works on other browsers or platforms.)

Oh yes, and I tried resetting the plugins folder, and I do not have Google Gears installed.
@aaronj – I am having this same problem! Did you figure out how to get the Save Draft button back?
