Twenty Seventeen theme : fatal error on customize

    Hi
    Brand new install of WP 5.3.2 , running php 7.2.25 , running standard Twenty Seventeen theme. When I select ‘Customize’ on theme, I get:

    Fatal error: Maximum execution time of 30 seconds exceeded in /home/marek/webapps/civicspace/wp-includes/class-wp-image-editor-imagick.php on line 363

    This does not happen for Twenty Twenty theme when I click ‘Customize’.
    I have added the following to .htaccess as some point to that, but with no success:
    SetEnv MAGICK_THREAD_LIMIT 1
