Did you copy the plugins files on the new site directly or install the plugin from Plugin manager ? It could be possible that the table required is not present.
Can you please check in the database if “ip_based_login” table exists ?
Also can you please let us know exactly what issue you are facing ? You are unable to add the IP range or the login does not work ?
