the actual content is missing <h1> <h2> etc.

Sorry for the late reply (took time off over end of year).
2 things I’d start with to troubleshoot a blank homepage (assuming other pages OK):
– an URL like /?someplugin=doingsomething may be getting crawled, overwriting a previously correctly saved homepage
– missing assets (https://wp2static.com/docs/troubleshooting/start-export/check-site/)
Suggest you also try exporting the site using default theme and all plugins disabled, then turn things back one at a time until you can reproduce the failure, this will help isolate exactly what’s causing the issue.

i added to the blacklist:
elementor_library (elementor loops)
filebase_folder
now it works with some minor issues
