It looks like it might have been a temporary connection glitch connection glitch but that shouldn’t be “permanent”.
Is it now back up and running for you or is it still failing? Were you making any changes on site prior to this such as e.g. SSL certifiate installed or replaced or some server OS or services updates?

Sometimes it’s working for couple of hours and after that I’m getting this error message again.

Since the issue keeps re-appearing and it happens every couple of hours, there seems to be something more into it than just a “temporary connection glitch”. I’m wondering though if that’s on our end or on your site’s end.
i just noticed (sorry I didn’t notice that before) that the error message suggests that SSL 3.0 is used and that might be the problem. It’s a very vulnerable (and exploited) protocol that isn’t allowed by many hosts. It can also be related to outdated curl library on the server and/or outdated/broken OpenSSL certificates on server.
I think you should consult your host tech support about SSL 2 v 3 availability on the server and curl/OpenSSL installation as this seems to be related directly to that. Did you already try to talk to them about this?
