Well, you may use woo wallet as vendor’s Withdrawal payment gateway.
You have to enable this from WCFM Admin settings -> Payment Settings

I think possible. Woo Wallet allow Admin to add credit in user’s wallet manually. Please confirm this from that plugin support.

Yes, it’s possible, but I need to add the credit as their commission/ or increase their balance to be able to make a withdraw through their panel.

Well, you may achieve this using a trick –
1. Create a product for a vendor
2. Add a manual order for that product
3. Commission generated for that vendor
4. Mark that order “complete”
5. Now, that vendor able to withdrawal that commission to his/her wallet
