WordPress Toolbar?

I was wondering if there is a toolbar hack or option for wordpress templates. If you go to http://www.samiyusuf.com/home/ , you’ll see a toolbar on the top with a drop down menu, etc.

Is it possible to integrate that into a wordpress theme? If so, how?
