Vendor Approval

Hi,
Can’t seem to ‘switch off’ vendor approval required.
Saved the settings several times & cleared cache of browsers. Still new-vendor-approval-required email goes to admin and vendor not auto-approved.
(New vendor is automatically registered as a ‘user’ without approval but not as a vendor).
