Yes, when I update the status order all users receive the email.
But, as I said before, the problem is when I create the order with Completed Status, not when I update status.

I checked the plugin and discussed with our developer. Now, All actions only occur when switching between two different states. It means that email is only sent when you update an exist order. So sorry for this inconvenience.
