The issue may cause sometimes there is network issue and the plugin was not fully downloaded. Please try manually install the latest version here https://downloads.wordpress.org/plugin/backwpup.3.6.10.zip, from your site Dashboard -> plugins -> upload -> add new or extra the package to wp-contents/plugins.
