The Invisible submit button

If you try to download anything, the download button is invisible. You still get the pointer hand when hovering over it and it functions as a button, but you can’t see it. I tried rebooting the server.

I don’t know at what point this disappeared and I’m not sure how to fix it.

When I look on the back end This is what I see:
