Adding simple options page to my plugin

I’m wondering , how can i add a simple options page for my plugin , i read the tutorial on wordpress “writing plugin” , but i didn’t understand how.
please just tell me how to add a simple options page (on side panel) , lets say an options page which contains “Hello world!” , how can i do that?
