WP-Cumulus is designed to work with the output of the wp_tag_cloud function. This is the same template function that renders the usual html tag cloud. Apparently, it does not include tags attached to pages.
I consider this to be an issue in the tags4page plugin rather than mine. It would be great if the author of that plugin would be able to include tags added through his plugin to the wp_tag_cloud function’s output. That would make integration seamless and elegant.

I have the same problem with the Simple Tags plugin – i add tags to pages, but they dont show in the tag-cloud-widget – did you find a solution Webknot?

I would also like to use this plug in with my pages. I hope there is a response from the creator of tags4pages.
Try this plugin. This one adds tags for pages and integrates with Cumulus Cloud.
