Loading issue

Hello all, I’m with go daddy and have a WordPress managed site.
I went to try and enable Jetpack to share to social media without knowing the site was down, it’s like the theme doesn’t work.
I contacted go daddy who checked the dns which was all ok, then they forwarded me onto another help desk who said everything was fine but it’s not, it’s like a text file on mobile and desktop computers.
They then said the CSS SCRIPT needed attention and the permalink? I have zero idea what I am doing and lost with everything what can I do.
