Border before and after Footer Widgets

    I want to have a Border with a color and 3px height before and after the Footer Widgets.

    I found I could set a Border Color in the customizer for the Footer Callout section but I can’t change the height of the Border.

    I also want a border between the Footer Widget and Footer Bottom.

    Is that possible? I want it to be the same color height as the Border in the Footer Callout.
